DA to not pursue charges after Monica Jones’ Hartsel Fire complaint

Attorney responds: Winter paid back nearly $1,000, Schwartzkopf payments on labor were reimbursements

Eleventh Judicial Attorney Thom LeDoux has decided not to file charges against Hartsel Fire board members Bill Schwartzkopf and Jeff Winter in the wake of a complaint filed by Hartsel-area resident Monica Jones about their failure to file conflict of interest disclosure statements.

Jones filed the complaint this past May 15, noting that the statute of limitations would run out on the first of the charges on July 12, 2013, and she sent a follow-up email on June 16. She noted in that email that at a June 13 board meeting the same two board members had recused themselves from voting because of a potential conflict of interest but had not filed a conflict of interest disclosure statement with the Colorado Secretary of State’s Office.
